Croatia's parliament passed power market changes that push business PPAs and strengthen self-producers

The Sabor adopted amendments to the electricity market law, 81 for, 2 against, 41 abstaining. The government says they ease sharing of renewable power, give households and businesses a stronger role as active customers, encourage private power purchase agreements for business, and extend energy approvals for stalled renewable projects.

The rules a Croatian company buys power under just changed. Most of it is about protection and paperwork. Some of it is about making your own.

Vecernji list reported on 25 September 2026 that the Sabor adopted amendments to the electricity market law, with 81 votes for, 2 against and 41 abstentions. The government says the changes strengthen customer protection, ease sharing of electricity from renewable sources, and give households and businesses a stronger role as active customers.

For business, the law encourages private power purchase agreements, long contracts to buy power straight from a producer. In a price crisis declared at EU level, the government can set supply prices for small and medium firms. Suppliers will be required to offer at least one fixed-term, fixed-price contract and to warn customers about unusually high bills. Energy approvals are extended for renewable investors who could not sign grid connection contracts because the decision on connection fees was missing.

HERA had said in July that these changes open the way to a full battery framework, with follow-on rules aimed at early 2027.

Analogy: the landlord rewrote the lease. Most clauses are about late notices. One clause says you can now grow your own food in the yard and share it with the neighbours.

Good: a passed law, with a vote count, that names PPAs, energy sharing and active customers. Croatian firms planning solar and storage now have a legal anchor.

Bad: the details sit in bylaws and HERA rules still to come. A law that encourages PPAs does not set a price or find a seller.

Ugly: the extension of approvals tells you some renewable projects were stuck for want of a fee decision. Fixing the deadline does not fix the fee.
