Dubrovnik airport's solar and battery bids are €4.89 million and €8.16 million on a JUGinfo reading of the opening record - both sit above a €4.2 million estimate, the page does not match a firm to a price, and no award is in
On 3 November 2026 JUGinfo said two bids were opened for solar canopies and a battery at Dubrovnik airport, both above an estimate of €4.2 million excluding VAT. The lower bid is €4.89 million, which the page calls about 16 percent above the estimate. The higher bid is €8.16 million. The page names Končar and a joint bid from Emendor Advanced Solutions and Minergy, and does not say which firm made which bid. The tender line it reads puts new solar at 1,889 kW and the battery at 3.3 MWh. The airport is still reviewing the bids.
An airport that wants its own noon power now has two prices on the table. Neither figure is the estimate. Neither figure is an award.
On 3 November 2026 JUGinfo reported that Dubrovnik airport received two bids for solar canopies and a battery. The page says the bids were opened on Tuesday and that the opening record is on the electronic public-procurement bulletin. The article itself is dated that Tuesday. This note uses JUGinfo. It does not open the bulletin file.
The estimate. JUGinfo prints €4.2 million, excluding VAT. A procurement listing that reprints the notice, number 2026/S PCINF-0005916, procedure UGD-14/26-MV, prints an estimated value of 4,200,000.00 for Zračna luka Dubrovnik. The subject line is design and construction of an electric microgrid with photovoltaic plants, an electricity store, and a digital monitoring system. The notice date on that listing is 25 September 2026. The two pages agree on €4.2 million. An estimate is the buyer's own sticker. It is not a contract.
The bids. JUGinfo prints a lower bid of €4.89 million excluding VAT and a higher bid of €8.16 million excluding VAT. It calls the lower bid about 16 percent above the estimate, and the higher bid almost double. The gap from 4.2 to 4.89 is 0.69, our subtraction. 0.69 divided by 4.2 is 0.164, our arithmetic, which sits in the same neighbourhood as "about 16 percent". Double of 4.2 is 8.4, our arithmetic. The higher bid is 8.16, under 8.4. "Almost double" is the page's description. It is not a second estimate.
The names. JUGinfo says the bids came from Končar and from a community of bidders, Emendor Advanced Solutions and Minergy. It does not say which firm stands behind €4.89 million and which stands behind €8.16 million. A name with no price attached is not a quote a buyer can file against a firm.
What the work is, as JUGinfo reads the tender documents. New solar of 1,889 kW would go up as canopies over the short-stay car park, the long-stay car park, the rent-a-car park and the administration park, plus panels on the existing canopy in front of terminals B and C. A container battery of 3.3 MWh would sit on a green area at the start of the long-stay car park. The existing 140 kW plant on the passenger-terminal roof would join the system. A digital monitoring system would run it. The electricity would be used at the airport and would not go into HEP's network. The page says the panels are of a kind that does not dazzle pilots, and that the works stay out of the way of airport operations. An August note on this desk, from the consultation before the formal tender, already printed a plan in this shape. That note is the plan. This note is the opened bids. The November page does not reprint a switch-on year.
The selected contractor would design the system, obtain the permits, and build the plants and the store. JUGinfo says the airport is reviewing the bids. A review is not an award. No winner is named. No contract price is named.
The battery's power in kilowatts is not on the page. 3.3 MWh is the energy the box can hold. Without the kilowatts, the hours it can cover a given load are not a figure on this page. A battery stores energy. It does not make it.
Analogy: €4.2 million was the airport's own sticker. Two bidders wrote higher stickers. The airport has not peeled one sticker off and put it on the job, and the page does not say which firm wrote which sticker.
Good: Two dated pages on the same estimate, two bid figures excluding VAT, a percentage the news page itself uses, bidder names kept separate from the euro figures, a solar kilowatt line, a battery megawatt-hour line, and a plain statement that the airport is still reviewing.
Bad: This note does not open the bulletin file, so the bid euros are JUGinfo's reading of it. The page does not match a firm to a price. The battery's kilowatts are blank. No award, no contract price, no switch-on year on the November page. 0.69, 0.164 and 8.4 are our arithmetic. The listing reprints the notice. It is not the bulletin.
Ugly: Treating €4.89 million as the signed price. Pairing Končar with the lower bid when the page does not. Reading €8.16 million as exactly double €4.2 million. Reading 3.3 MWh as a power rating. Treating the August consultation as the award.
Soft next step: keep both bid figures, leave the winner blank, and leave the battery's kilowatts blank.
Source: JUGinfo, 3 Nov 2026, Igor Kokoruš, Dubrovnik airport solar bids. Primary for the report that two bids were opened on Tuesday, that the opening record is on the electronic public-procurement bulletin, the estimate of €4.2 million excluding VAT, the lower bid of €4.89 million excluding VAT, the higher bid of €8.16 million excluding VAT, the page's "about 16 percent" and "almost double", the bidders Končar and the Emendor Advanced Solutions and Minergy community without a firm-to-price match, new solar of 1,889 kW on the car-park canopies and the canopy in front of terminals B and C, the 3.3 MWh container battery, the existing 140 kW terminal-roof plant, no delivery into the HEP network, the pilot-glare line, works kept clear of airport operations, a turnkey scope of design, permits and construction, and the statement that the airport is reviewing the bids. 4.89 minus 4.2, 0.69 divided by 4.2, and double of 4.2, are our arithmetic. The page does not print 0.69, 0.164 or 8.4. Procurement listing reprinting notice 2026/S PCINF-0005916, 25 Sep 2026, procedure UGD-14/26-MV. Primary for the reprinted estimated value of 4,200,000.00, the contracting authority Zračna luka Dubrovnik, and the subject line of a microgrid with photovoltaic plants, an electricity store and a digital monitoring system. This listing does not print the opened bid prices. The August consultation is a separate note, Dubrovnik airport's earlier plan.
